The report by the Global Network of People Living with HIV (GNP+) responds to major funding cuts, particularly from PEPFAR and USAID, that have disrupted HIV services in Sub-Saharan Africa and exposed the fragility of vertical HIV programs. It outlines the minimum requirements for integrating HIV services into primary health care and community systems to ensure sustained, high-quality treatment and viral suppression. Central to the report is the leadership of people living with HIV in shaping, implementing, and monitoring integrated services, and the vital role of PLHIV networks in delivering person-centered care closer to households. The study gathered global input from 1,851 respondents through an online survey conducted between August 11 and September 22, 2025.
